Did this with my guy a while ago. Basically like you say it's getting him so close then stopping. Obviously in reality it can be really hard to know where someone is on the path to an orgasm. The key is normally good communication, if he doesn't want to say stop then use a code word. Or he could even tap you on the shoulder to say 10 seconds or something like that.
