The best way to break up is a clean break. And please, don't tell him you are tired of the relationship, that could come across as very hurtful.
Simply call, or meet up with him, and tell him, "this is not working for me".
Don't do the "we can still be friends" thing, or the "its not you, its me" because both of those are cop outs.

There is NEVER a "good" time to dump someone, but honestly - BE UPFRONT. Call him or ask him to meet up.
If you are "old" enough and mature enough to be in a relationship... you are old enough to call that guy/girl and tell them, hey, I don't think this is working any more. Or, if you have been dating longer, to meet up and break it to them in person.
It never gets easy.
