What decent man will say he loves you when he's involved with your best friend? We all fall for losers occasionally. If you are stopping to think about it you are already in a place where you can say 'no' to this. Immediately, the only thing to do is to tell him that it is not okay to says this to you. And discourage it. After that, depending on what he does, you can decide your next step. Either it'll make him stop saying this (meaning he was not serious about it) or it'll get him to think carefully about what he wants from you and from your best friend. If he just continues without distancing himself from your friend he's bad news.
