Technically I would still call them cousins but you don't have to since they are distantly married in to your family. If you are close to them then call them your cousins to make the relatioship seem closer but otherwise there really is no relation.

Then if your step dad's (2) sister has kids by blood they won't be your cousins. Only if your dad has sisters or brother will you have cousins, but hey you can still be friends.
