A love spell would only create a powerful infatuation or desire, true love is impossible to create artificially.
While it is not dark in nature is manipulates a person against their will which is a dark thing so is best avoided.

Any spell which tries to convince someone to do something they wouldn't normally naturally do, or choose willingly, would be a witchcraft or dark magic spell. Making someone fall in love with you is a form of manipulation, in fact, making someone do something that might go against their heart's true intention could be considered one of the worst kinds of manipulation and dark magic possible. True love should be natural, no one should be tricked into love, or anything else for that matter. Deception is a path to the dark side.

These day they're a bit of fun rather than any real intent to call the "dark forces of satan". So you'd have to think about what was going on in a situation where the answer to your question was treated with seriousness.

In my opinion, any kind of spells dealing obviously with magic, and out of the norm are witchcraft. Not necessarily bad, evil witchcraft. But it's generally not a good idea to meddle with magic just to make someone fall in love with you.
