The smooth skin underneath is usually much more sensitive than that of a circumcised penis, as it spends most of its time protected by the foreskin. Be gentle here, therefore, and make sure you pay attention to the most sensitive part - the stringy bit where the pulled-back foreskin attaches to this smooth part, on the underside of the penis.
If you want to go down on him, it may not be necessary to pull back the foreskin, but it might be nice to sometimes gradually work up to pulling it back and then circling the smooth head with your tongue before putting it in your mouth. Be confident, imaginative and have fun!
Most importantly, communicate - ask him to tell you what works for him: what, where, how fast, how hard, etc. He'll think you're great, you'll perfect your new technique, and you can return the favour when it's his turn to do the work...
One warning though: make sure he washes under his foreskin before you treat him to this. It is much, much nicer for you that way.

Not much difference when hard, just appearance when soft, so dont worry about it.
Not sure why it is difficult to make him come with your hand , this maybe something to do with him and not you so dont worry.
