Doctors call this condition oligospermia. If you go to an urologist, he will check whether your husband has some sort of obstruction; that is, he will check whether the cause for oligospermia is permanent or temporary.
If the cause is permanent, your chances of becoming pregnant are lower, but not nil. I happen to have met one man who didn't use any contraception, because he knew he was oligospermic, and one happy they his wife gave him the news.

I noticed that when I'm being teased, and I don't go all the way with it that time. The next time I do it, my erection is more power full and more slimy.
Maybe a couple of tease a couple of days before making love to him would help.
I don't have a clue if it affect the sperm count or anything but I guess it's worth a try or to talk to someone who actually would know.
