Sex is mutual sexual stimulation "traditionally" carried-on between two people; leading to mutual pleasure and (hopefully) orgasm for both participants. Debatable evidence that a woman is still a virgin is that her hymen is still in-tact. There is still oral and anal-sex between a couple; which would bring evidence to the argument that a person who has performed either is no longer really a virgin.
People resort to semantics and hypotheticals as arguments these days; so you can debate the issue forever!
Masturbation can be performed alone, or with a partner. With a partner, it becomes sex. Self-stimulation doesn't undo the fact you've never had sex with another person.
There is no physical evidence whether a man is a virgin; unless you go medically-forensic, or if you can read minds. You can submit him to a polygraph. You can check for anal-tears or scarring caused by anal-penetration in the case of one who has practiced anal-sex. You could do the same in the case of a female, if you wish to go that far. But then, what's the point of it? Virginity isn't necessarily a sign of purity. How you think and demonstrate your values and standards is more indicative of one's virtue and refinement. Of course, religion, culture, and moral-tradition may beg to differ on that point!
