 I think you'd be allowed, but best thing is to ask the people who do the waxing, at the salon.
I question your reasons for getting a wax though. Do you have a boyfriend whom you are sexually active with? Has he and you talked about this, and you do this because YOU want it? Or do you want to do this, as it seems, only because "everyone else is doing it"? Who cares if your friends' boyfriends like them waxed... they're not going down on you, hopefully they stick to their girlfriends. So, why does this really matter to you?
You also "guess" that a wax will look better than if you shaved. In other words, you don't know. You never tried to shave? If you wanted to me hair-free because you genuinely enjoy it, why haven't you tried to shave before?
This is a fad, and you think it is fashionable. Perhaps you're also scared that boys wont like you if they find out you have hair down there. But trust me. If a guy genuinely likes you, and any guy who gets to third base... could care less if you have hair or not. If you get naked in front of a guy, what he's thinking is "She's naked she's naked she's naked!!!", not "oh, she didn't shave....."
A guy who says anything else says so to sound cool, and has probably never even seen a woman naked.

 HIyes but with parental consent. How ever this is quite a drastic thing for you to be getting at your age? also its quite painful the first few times, and when it does start to grow back, you will be very very itchy down there. Why not try just getting the bikini line waxed first, then you will know if you would want to get the rest done lol .xx
