We then went through some bad times with him strongly wanting me to abort our baby saying wrong time.  Have you two sought counseling after the abortion? Perhaps, he's experiencing some regret.
Like Aunt Honesty said, talk to him and find out where he stands with setting a wedding date.

 The only thing that you can do, and that's talk to him. Communication is key here to start solving your problems. Yes he gave you a lovely big ring and made you lots of promises for the future, but you say that was at the start, so maybe he bit of more than he could chew and he now realises that you need to take things slowly as you have both been through a rough patch in the relationship.
Talk to him and ask him how he is feeling about the relationship, look in to what the two of you can do to improve it, ask him what he sees in the future and if he still wants to get married, talk to each other and be open and honest. Good luck.
