He has just recently started to do these things, and it's absolutely wonderful, and it turns out he's really affectionate and passionate, but just one problem: He still won't look me in the eyes and say endearing things to me. it's possible that your boyfriend might have never experienced what he is feeling now, ever before so his ability to 'publicly' show love may be a bit restricted. Since he has already started showing affection to you I suggest that you try not to demand too much from him or else he may shy away again. so just keep enjoying the affection he is giving so far and in time, to your surprise, he will give you more eye-contact than you ever imagined!

Some people are just uncomfortable with eye contact. I'd focus on the things he does do rather than what he doesn't.
