He is acting immature. Looking at your age group I assume your boy friend is a teenager. By definition all teenage boys are immature.

Don't feel guilty, his immaturity caused the situation.

You need to wait for him to grow up. Lucky you have plenty of time to wait, and he will grow up soon enough.
Do not repeat do not think you can resolve the situation by dating older men. Older men who date teenage girls do so to exploit them.
