 very few women can orgasm from penetration alone. there's usually a lot of extra extentions of foreplay that go into it. fingers,tounge,etc.

 .. Probably it is you, but not in a negative way , as " it's your fault ". Simply, there are TONS of women who never ever come through penetration only . They only climax through oral or manual stimulation. There's nothing strange and nothing wrong with that . It's men, in general, that think that penises are magic wands and if you don't respond to their magic touch, you need to call Hogwarts, but it is not so.
You can teach him to touch you exactly the way you like, if you want to make him more " involved " in your orgasms, or have sex in positions that allow you to touch yourself when you feel you are close to orgasm.
Then again, seeing your young age and probably that of your partners, maybe you just haven't found your groove yet , and /or so far you've got to deal with inexperienced, unattentive, not too sophisticated partners :). Therefore I'd say - experiment, and have fun with it. Try different positions, speeds, fantasies, etc... but as if it was a game, not the search for the Holy Grail.
