I don't know if I should be too worried about the feelings of my ex, however I do worry about the impact on ours and theirs relationship if I were to ask this girl out. Would it be okay for her to go out with me if they aren't too close of friends, or would she probably say no? I don't think this girl even knows that we dated, so it's not like they are best friends. It's complicated a bit more by the fact that another ex might know her as well, as she was at the same party. Yeah, I hate small rural towns too...

Ask her out- you broke up so both of you should move on.
It doesn't matter that they are friends.. well it shouldn't.
Ask and see.
