What is not to love about small women? Many boys think that shorter girls are the most attractive.
Many boys who play a lot of sport, especially more traditional sports such as Rugby and Cricket are much less confident around girls than you would ever imagine.
Although I very much doubt that he is "out of your league", it can work - my wife is totally out of my league and I'm just delighted that in 10 years she doesn't seem to have realised it yet.

Why don't you try talk with him? Maybe he doesn't like blond and tall girls as you said. If it's height your main problem, then you shouldn't worry about. I had boyfriend few months ago, who loves all small girls (in fact, i'm have only 163cm and i was the tallest of all he ever likes).
I suggest, first make him to see you. If you know some of his friends, try to spend more time with them and maybe one of them will introduce to him. Go to the same places as he..like clubs, bars, rugby fields, ... Try to make conversation with him about sport, music.. Things in which are both interesting in. Just do something and don't just stand and think he's out of your league, cause this is completly ridiculous.

They say that opposites attract! You fancy him, so why shouldn't he fancy you? He probably doesn't think he's all that hot anyway, much like yourself.
If you sit waiting for him to chase you, you'll probably have a long wait if his attitude is the same as yours, so why not speed things up a bit and ask him out for a coffee sometime? He may be hot, but he could also be incredibly shy.
