Shaving hair does not alter its growth pattern... you may perceive a stubbly-prickliness because shaving cuts hair at an angle, but it is in no way growing back more quickly or coarser...
Waxing does not speed the return of hair. If anything, it slows it... and some experience a lessening, softening of hair over time.

 As a guy, I can tell you that the dark stubble around my face never goes away unless I use a straight razor - which takes way too much time and effort unless I have an interview or a special date planned.
You could wax if you want all of it gone, but it will grow back - possibly very fast. Still, nothing you do will ever make it look like the girls in Playboy or other porn sites/mags because they have photoshoop at their disposal.
With that said, no normal guy is going to care that it's not picture-perfect. So long as it's not a massive bush, or scratchy stubble, it's fine. Even then, some guys like the big bush, so check with your boyfriend.

 Stop thinking that it matters or that anyone cares. Your body is natural and normal and nothing to be ashamed of, and if a man ever gets to see you naked he should feel special and the luckiest man in the world, otherwise he's not worth it.
You're not a Barbie Doll, you have pubic hairs, and even if you shave and they have the little black showing, or if you don't shave, it's all natural and perfectly fine and NOTHING to worry about. It would just look odd if you looked like you've not reached your puberty yet.
