But somehow when he doesn't pay up the government comes after me because I am his spouse and this is a longstanding cause of conflict in our marriage.

The answer should be no. If the ex holds the DNA, she is liable. That should be the case no matter what his marital status is to whoever.

I know in the US you can not be held liable for the child-support of your stepchildren. If you have doubts though, you should contact a barrister.
