This guy that I've kind of seen a couple times called me after not talking in a while, but I didn't pick up because I didn't want to seem too available, so he left a voicemail saying that we "hadn't talked in a while, so was wondering if we were still doing that...talking. anyways take care" I sent him a text a few hours after that asking how he was and he responded within 30 minutes asking me how I was and giving a little update with him. I responded back, asking him another question, and he has yet to respond after a day. what's his deal?

He called you because he wants to talk to you. I as a man hate text conversations, most guys do. After 2 text questions I will phone the person as they obviously want a full blown conversation.
A text conversation can take all day but a phone call is normally no more than an hour. Maybe he had things to do. Next time answer his call.
