I once asked for her phone number in which she seemed excited in giving it to me, but she later emailed me and told me she felt uncomfortable talking to me on the phone because what some other people might think. (What??) So I agreed not to call. The next day she doubled her flirting effort with me, which drove me up the wall in total confusion. Well, since I can't call her I decided to just lay low for a while and consider ourselves passive friends. I figure maybe by being just friends that our relationship may have a chance to mature into a romantic one. However, lately she's been avoiding me and seems upset because of this. Boy...damn if you do...and damn if you dont. My question is...WHAT THE HELL IS GOING ON?!!! No actually...my real question is...If a girl is interested in a guy...and the guy suggest maybe they should be just friends, do girls normally get upset? Why? Isn't friendship part of a relationship or do they want to be exclusive?

If she really likes you then its going to be hard for her to just be friends with you, as she is going to want more.
