Why is he doing all this, does he still want to be together and doesn't have the guts to talk or what?

My Ex boyfriend was very possessive and wanted me to spend every available time I had with him. I liked going out once in awhile with my girlfriends and he hated it and made sarcastic comments. He now is dating someone else and still comes where I go and watches me and comes into every room I'm in or moves so he is standing near where I am. Why is he doing all this, does he still want to be together and doesn't have the guts to talk or what? I don't play games, either you want to be together or not.
