I'm not a big fan of "being friends" after a split. The relationship that you had before was not really a friendship, it was a boyfriend/girlfriend thing, and it's not very easy to get over someone if you try to remain friends. Often, one partner is still trying to hang on to what "was" instead of moving on. It's better to pull off the bandage quickly and get the hurt over with. I'm all for being civil and wishing your ex well, that's the honorable thing to do, but you should find a new romance and stop thinking about your ex, especially if she is saying one thing and doing another. It's kind of the writing on the wall - she was telling you what she thought you wanted to hear in order to soften the blow. It's may not be what you wish to hear, but she has already moved on and you should too.
