He says he loves me and im sure he isnt cheating what other motives could he have? Also if you dont have anything to hide than your partner looking at your cell phone shouldn't be a problem, right?  The cell phone is one thing - some people don't like being inspected, even if they have nothing to hide.
As for why he's going behind your back, I wish I could give you some complex explanation for why his behavior is normal and harmless - but really, he's just a douchebag, and you're better off without him. That's really all there is to it.
