It may be that he simply wants to relax, my cousin does it because he is likely to be called back to work if his phone is on and he just doesn't want to, so turns it off at a certain time so they can't call him (unless he is on call of course). This doesn;t seem to be a sign of cheating to me. It just seems like he wants time where he isn;t able to be contacted and he can just relax and have time to himself. I also know people who only turn on their phone when they are wanting to make a call, and all of them seem to be males, go figure. Anyway, unless there is anything else to make you think he is cheating I wouldn't think anything of it, it's just his way.
