If I boy ignores a girl it can mean two things :
1) If you have fought or hurt the boy then he is revenging against you and trying to be away from you
2) He likes you but he wants to make sure that you also like him and maybe he wants you to make the first move !!

Perhaps he doesn't want to have to deal with "everyone."
If EVERYONE has decided he likes a girl and EVERYONE is pushing him to ask her out and EVERYONE is going to make a big deal of it if he does, it's going to be much easier to just ignore her and not play the game.
Give him some space, don't worry about it, and keep smiling at him. Try and talk to him alone so you are not under such a big spot light.

I think that if a guy ignores a girl it means that he probably likes her (although this does not mean all guys) but is too scared of making an idiot out himself by saying something stupid so he keeps quiet around her.
