It's the guy that should "stop" things and cool down, if he doesn't want to end up dissatisfied.

sounds to me like you have just come across girls who are not ready for a sexual relationship. looking at your age you seem really young.
women dont all sexually tease men. if a young girl is not ready for sex then she won't do anything sexual. you just have to learn how to control yourself and not get all heated up, if it hurts that much go and give yourself a helping hand to release it.
