Why not? You want him to call you, so he has to worry about calling too soon or waiting too long, so he has to express interest without knowing if you're interested, so he can take the risk of rejection. He wants you to. What's so unfair about that. He was forward enough to ask for your phone and share his number, now it's your turn to make the next move.
