I totally agree with Eyeswideopen... why is this particular co-worker's opinion so important to you?
some folks compliment some do not. and it's not always appropriate at work to comment on personal appearance as it may be misconstrued by some.

Maybe she thinks your compliments are insincere? Who knows, but my question is why is her approval so important to you? If you know you're looking good then that's all that matters. Sure, an occational compliment is nice but it should hardly be an issue with a co-worker.
