Dude, chicks might care about popularity, but no guy ever should. Why would you care whether or not she has lots of friends? Only things that matter are her personality and her looks.
So, the first chick, you like because she's hot. You don't speak to her, so you have no idea if she's nice, or if she's only nice to her friends - you just imagine she is because that's what you'd like.
The second chick, you aren't attracted to. You say she's average-looking. Does that mean average-looking compared to the other girls around her, or average-looking considering what you are capable of getting? It's important to honestly examine how attractive you are, too. She may well be above-average for what you can pull. Or maybe not - really take the time to think about it.
Still, if you're not attracted, you're not attracted. Try to get to know girl #1, but also try to meet other girls. Explore your options, but get an good idea of what you're going for before you pick one. Keep your feet on the ground, and base what you know on what you have evidence for, not what you'd hope for.
