reader, anonymous, writes (19 August 2012): some peopel will never say it, because they have a hang up about saying it. to some people saying 'i love you' carries different meaning than to you. you might think it's just an expression of feeling, but other people (him included) might think it's like saying you want to commit to that person and get married, or he might think that YOU think that's what it means and that's why he doesn't want to say it. see, when people say 'i love you' it can lead to all sorts of new expectations that were not there before you said those words.
don't get hung up on these 3 words, it's his actions that count.
