It sounds weird, but try holding your breath when you do it. I am only capable of reaching clitoral climax when I hold my breath. Weird, but true!

While I agree with person12345, I think you need to be mentally ready to be able to experience pleasure. It's possible you don't have that "need" or "drive" yet. There is absolutely nothing wrong with that. There is no set age as to when you should start feeling the desire to pleasure yourself.

No nothing is wrong. You just need to figure out how you like to be touched still. Some women don't like to actually touch the clitoris at all, they need more indirect stimulation because it's too sensitive. Not everyone enjoys just rubbing it with their fingers. Just keep trying different things and if something hurts or is uncomfortable, try something else!
