you should proably ask around the question like say who are you interested right now and that your just wondering (if he asks why) and yeah ask him to go somewhere with you like to a dinner or movies because none of your other friends are willing to go with you because they have other plans that day.. Do you know him? Do you talk to him? If so, next time you're talking mention a movie/play/band you'd love to see but say that your friends don't want to go with you...see if he'll volunteer to come with you. That way you don't have to ask and if he wants to he'll come with you.
If you don't know him, it's a bit more tricky. You need a way to start talking to him. Without more information I can't say what you could do...it all depends on the situation.

I'm not going to get into a novel about guys' feelings, but I will say this: The more you get to know him, the more you'll see his feelings. Try things like double-dates, or a night out with you, him, and a few friends. Even if you just invite him along! Don't ever pretend to be something you're not; guys hate that. Be yourself, hang out with him, and in time, he'll approach you. The thing is to give him a while. Sometimes men can be like drunk traffic guards, always giving mixed signals. If he's interested, he'll let you know.
