Yeah, everything Emily said. Tell your mum too, tell her where you're going and if you and him decide to go elsewhere text her to tell her.
Make sure you take some friends and ask him to do the same. Never seperate from the group and make sure you meet somewhere where it's busy, like a café.
If he asks you to seperate from the group, then politely decline. Ask your mum or dad to pick you up so that they know you're safe.

Normally I would say DON'T do it!! But if you have spoken on the phone and seen him on webcam then it is a little bit safer. He still could be a psycho or working for his dad. There was even a case of a woman who dressed up as a teenage boy and abused girls.
If you are really sure he is who he says he is then take 2 friends (tell him to bring some too if he's nervous) and tell another friend what time you are going to be back and text at regular intervals to say that you are all ok.
Meet him in a public busy place like a town centre. And DO NOT LEAVE! Stay in cafes and public areas all the time you are with him. Don't go off alone with him, make sure your friends are within earshot at all times.
Do this the first few times that you meet him and then once you know more about him then you can treat him like anyone else you met.
