 Okay, find out why she can't would be the first thing I would do. What to do next depends on the answer to that question. If she is otherwise engaged that night wait a bit, strike up more conversations with her and then ask her out again after a short while on a night when she says she is free. Casually ask her a first question like: What are you doing this weekend? Then if she says nothing say well how do you fancy doing something on saturday night.
