Then was I wasn't "looking" i knew he was looking at me. Then he kept looking at my breasts. He was more with my sister though. But when I was by him it was total flirtation mode! Then I was drinking a soda through a straw he kept holding his private then would cover it. Also he kept looking at me. Then I realized I was drinking the pop very dirty. I didn't mean too! What should I do?

Second, keep a distance from him and try to be with others when he is around you.
Third, tell your parents about it if he didn't stop, but try to warn him by telling him to stop or you will tell your parents about him.

Make a joke like "Oh my gosh are you staring at my boobs you little perv?!" Embarass him a little so he'll back off. If he doesn't tell him firmly but politely that he should have more respect for you and not to touch you or look at various bits and pieces ;)
If it doesn't stop try talking to your sister or mom or aunt or another family member about it. But don't let it carry on.
