You should seriously consider if there’s something more than just physical attraction because expressing feelings like this to your best friend may not get the reaction you desire. If you feel that you are developing strong feeling for him and are really beginning to see him as more than a friend I would suggest honesty. You already have a close relationship so you could try and explain how you feel in a delicate manner, to avoid freaking him out. You care about each other. There is no reason why you shouldn't continue to be best friends whatever his response, just handle the situation maturely. I'm sure everything will work out for the bestClouds.
