 I think the right time to have sex, is always when you are both of legal age, and also when you are both ready to have sex.
The fact that you are questioning whether or not to have sex with your girlfriend, suggests that you may not be ready. If you feel that you are and that your girlfriend is ready also, then i feel that you should do what you both think is best.
Just make sure you use contraception and that you are both ready.

 The right time would be when you are of legal age where you live, when you are mature enough to appreciate and be personally and financially responsible for your actions and the potential results, and when you really care about the partner and their well-being - as a start. A reasonably good education about everything to do with human sexuality and reproduction would be highly advisable.
