@chigirl You have it fairly spot-on.
Some guys have a LOT of pre-cum, others hardly any. It's not a huge deal either way. (Unless you're the girl at the receiving end and have a strong view, either way, about the relative merits of cum and pre-cum. For instance, I generally like a lot of it but not if it means the eventually load of cum is going to be smaller).

Precum doesn't show when you have an orgasm. It's in the word itself "pre" means "before". So it is the liquid that comes out of your penis before you have an orgasm. Usually when you have an erection and get excited, you will .. dripple. Haven't you ever got wet shorts or boxers when you get a hard on? That's precum.
Or am I wrong? That's what I always thought to be precum anyway, and it works great as a lubricant.

C.Grand is correct. It looks like water mixed with sperm.It usually appears when you are trying to last longer and hold it. So sperm wont come out but precum will. That is why its important to have a condom because precum usually contents a small amount of sperm
