Bothering someone repeatedly about one thing in particular is nagging. Asking someone how they're doing isn't.

ask once then that's a request
Ask twice then that's a reminder
Ask thrice is borderline tipping over the edge nagging, but i'm generous so i'll allow it as 'following up'
Ask 4 or 5 or 7 times? That's nagging and it's not nice.
Any one not listening to the first or second request does not respect the requestee.
That is why nagging is futile. Go talk to a brick wall, it would be no
more effective and no less effective, if a person does not respect you.
