It means they have never felt like they really connected with them and had the same feelings and could be open.
It's like, you have some friends that you sit with and see some times but you have some friends who you can open up and really really be completely yourself around because you are so close?
That is an emotional connection. It's not to do with fancying them, it's not to do with being able to sit and go out with them, it's about being able to be really deep and talk to them about anything.

Thyey havn't gotten close enough to share feelings or personal stuff
