She hasn't told you why she doesn't want to be with you because it's difficult to explain, or because she doesn't want to hurt your feelings.
And judging by how old you both might be, it's possible that even SHE doesn't know what she means.
Anyway she doesn't want to be with you, period. Leave it at that and move on.

What is there not to understand. She does not think she deserves you. Look up deserve in a dictionary.
Ask her why not. She may think you are better than you are.
