So long as he is in your dating age and its not a married man then maybe you can entertain such thoughts.
Some BOYS are Just curious and stare intently not aware of social cues and what is appropriate.
Some just like to look at you but never want to act on such feelings.
Some may just be bored and zoning out.
It depends as this is a one sided, your perception and some teen aged girls READ TOO MUCH into such things.

 When i make eye contact with women u keep it until they break away. This shows them nonverbally i am dominant n confident vs possibly submissive n a woos. I use this a lot in clubs when u dont always have the chance to talk to women cause of music or crowds. Nonverbal comm is important for attraction. Id say yea he is interested.
