If you can't come up with anything just write a smiley in it. Or write "thanks for being a great guy" or something like that. It doesn't have to be much, you don't need to elaborate. You aren't asking him to marry you, you're just giving him a card because he's your special someone on Valentines.

There. Not sappy, but cute. Maybe even draw a smiley after you've signed your name.
It shows you were thoughtful, and it shows you are not rushing into making this serious or some sort of adult-like relationship.
Don't say "I love you" because it's creepy. You both are young and have only been dating a month.
Don't say "I've been thinking about you." For whatever the reason, a lot of young guys interpret this as "she's obsessed and weird." And once again, it's too soon to be spitting out those kind of words.
Make it lite and carefree.
