It is entirely based on the couple and the circumstances.
If you are 86 then once a week is pretty active.
If like me your husband is never home, we'll have no sex for 4 months then a week together an do it 98 times (I may be exaggerating there)
I see "having an active sex life" simply to mean that you are both enjoying sex, still putting the effort in, and trying new things rather than just lying there doing the same old routine.
Don't get this confused with being "sexually active" which is an American phrase meaning that you are having sex and other things rather than being celibate.

 Three or four times a week is plenty active for most folks, especially in a committed relationship. But you must know that we all go through phases in life. When young, horny, single and attending college or something, most of us are always ready. Overall, I reiterate that about three or four times is about right, and usually becomes a lucky frequency as we grow older.

 I think it's something that really depends on the couple.
I mean, a couple may see each other once a month - but if they have sex a couple of times every time they see one another, then that could be classified as an active sex life.
On the other hand, a couple who sees each other every day may have sex once, maybe twice a week, and consider that active.
For me personally, it's a couple of times a week - but of course, that's just me. I'm interested to hear what others think. =)
