Neither of us minded excpt that one of my friends took a photo of us and it was posted on Facebook. This was later seen by my mum and now she thinks that we r having sex, which we are not. And also what can couples do under 16 without going on the wrong side of the law?

I am sorry to hear about the photo being posted on facebook and it causing trouble at home, but its going to be a case of whether your mother believes you or not.
You can't prove you didn't have sex. She's going to have to take your word for it.
But anyway back to your question, you cannot have sex or masturbate each other legally, until you are both 16.

So you can kiss, make out, have a bit of a grope-fest.
But you can;t go down on her, nor she you. And you can't penetrate her with anything at all in a sexual manner. Finger, dildo, penis... it matters not.
So long as none of that stuff is going on then you have nothing to fear. If any of that stuff is, then either take measures to ensure it's kept a secret (no, telling friends is not a good idea if you want it to REMAIN a secret for long because high-school friends almost never shut the hell up). But beware, the truth will out at some point. Or dont do it at all.
It might not be for years. But eventually it will be found out that the both of you had made the love. Most times in that circumstnace, no one gives a rats ass because most of us did it.
But all the same, it's best to stick to making out and refining your kissing technique.
