Don't worry =) I used to have that same concern. I actually thought I had Herpe's because of them. They're normal, just like your tongue has bumps on it for sensitivity, as does your penis ^^ I'm 100% desease free, and the few girls I've been with don't mind at all. Trust me buddy, they're safe and natural. If you worry about them too much, you'll stress and probably create a problem worse than those, so relax =P Hope this helped.

They're the same as the bumps on my scrotum, minus the hair.
& they're the same color as the rest of my skin.
& they don't hurt or anything.

Are these bumps on your penis, or on your scrotum? The scrotum can get covered in little tiny bumps, and then out of each of these, a hair emerges. If you have bumps all over your penis though, you might want to get it checked out. I suggest a sexual health clinic.
