I don't let a guy touch me or see my legs or feel my legs because of this. I want to go to a dermatologist so they can help me. What do you think they can do for me? I want the bumps gone and my skin to be smooth.

I think the dermatologist would identify your problems and prescribe the correct antidote for your legs.

You'll need to see a doctor, we can't tell you what these bumps are over the internet.
try using moisturiser and giving them a good rub down every night to increase the blood flow.
But as I say, it could be anything. You need to get them looked at.
Good Luck!! xx
