Condoms are about 85% effective at stopping pregnancy (source: Epigee Women's Health - www.epigee.org), which, obviously, means that with everything else equal, you have a 15% chance of getting pregnant - unacceptably high for most people.
There is less chance of becoming pregnant shortly before your period, but that's not guaranteed either: far from it. If, for example, your menstrual cycle was late for any of those hundreds of reasons that can make it late (like worrying about having sex with your boyfriend for the first time), then you could have a problem.
