He has a gf, but they only been going out 2 months, and me and him were emailing b4 they started going out. anyway i turned up to his gig where he was playing (singer in local band) and it was the next day he sent me an mail saying "you looked pretty fine to me last night, see u next time ".  he has a girlfriend... so let's look at this
if he meant "I want to cheat on my girlfriend with you" it means he's a liar and a cheater so you wouldn't want to be with him as a boyfriend because you will never trust him to not cheat on you or lie to you since that's how you got him
if he meant "you look nice" it means he finds you aesthetically pleasing but he's got a girlfriend so you are in the friend zone...
see WHAT he meant should have no bearing on it if he has a girlfriend unless you are wanting him to dump her for you or cheat on her with you.... either way why would you want a man that would do that to another person?
if you didn't WANT him that way you would not care HOW he meant it.

Don't assume this guy is going to change his ways for you.

 I don't know for certain what his intentions are or were, but the compliment, as he phrased it, was very forward and inappropriate whether he had a girlfriend or not.
Please don't waste precious hours of your life analysing this. At the end of the day it really doesn't matter what he was thinking. Just keep him at a polite distance you should be fine.
