Ive heard that saying so many times it's such a cliche'. A brother can love you I suppose but not be 'in love' with you, like a lover would be. You need to ask him, 'Am I like a sister to you, or am I your lover'. If he can't commit a hundred percent and be in love with you seeing as you are sharing his life and living with him, then maybe you need to ask the question 'What the hell are we doing here'... I'm sorry but I hope this helps. What I'm saying is, you need him to elaborate on what he means really.
