We've been flirting non-verbally... when is the right time to get verbal?

Hi all, I like a bloke in class and he likes me. We haven't spoken yet, we dont see each other very often, since he doesnt come to classes regularly. We have had eye contact so far, but the first couple days I knew he liked me (him flirting with me non verbally), he waited for me for a couple of times at the end of some classes (he's always with a friend who knows also) to come out of the class before he comes out, is he trying only not to ignore me or does he also want to talk to me, because last time we had a class together, this time he came out first because I was actually asked a question by a friend(understandable), but then I and my friend came out, he was by the door, making sure I see him,(this was obvious), but he was talking to a friend facing me though. Was I suppose to wait? I have actually walked away even though I did look at him. Today, in the class he did not wait for me, but I was actually talking to another friend in front of me. He's disappeared then. I am bit confused. I wanted the right moment to talk, and him not coming to every class doesnt help. tks

When is the right moment, me waiting for him outside of the class on my own when he is always with his friend? I dont understand, and also he always comes late.
